Dr. Khalid Al Saidi

Dr. Khalid Al Saidi is a renowned jurist and statesman of the Sultanate of Oman. He served with distinction as Secretary-General of the Council of State from 1998 to 2020, guiding legislative development and strengthening institutional governance. Beginning his judicial career in 1986, he advanced to Deputy President of the Criminal Court before assuming national leadership roles. Dr. Khalid Al Saidi holds a Bachelor of Law from the United Arab Emirates University, postgraduate diplomas in public and judicial studies from Egypt, and a PhD in Constitutional and Criminal Law from Cairo University, earned with distinction. He has chaired key arbitration centers and international friendship associations, contributed to landmark Arab legislative initiatives, and represented Oman in numerous global forums. In recognition of his service, he was decorated with the Civil Order of Oman, Third Class.
