Dr. Riyadh Al Balushi

Riyadh is the CEO of Decree, an Omani legal tech startup on a mission to empower society with legal knowledge by providing access to legal information using state-of-the-art technology. Prior to founding Decree, Riyadh worked as a legal advisor for the government of the Sultanate of Oman. He served in roles including Director of Treaties in the Ministry of Justice and Legal Affairs, where he led the team responsible for advising the government before entering any international obligation and ensuring Oman's domestic law complied with commitments prior to treaty ratification. Riyadh has extensive experience in public international law and represented the Omani government in negotiating treaties in investment, tax, civil aviation, immigration, security, and other areas. He also has experience in data governance, intellectual property, and IT law, working on several internet governance projects. He holds an LLB, an LLM, and a PhD.
